The Big Picture
In just a few short months the current Mayor's administration will reach the end of its term, and New York will begin looking for a new leader to guide the city through the transformative times that lie ahead. Soon the the pool of candidates will have been thinned and the nominees for the November Mayoral election will be poised for a long and arduous journey through to the Fall. Because of the public’s dissatisfaction with the current Mayor, a number of different politicians and city leaders find themselves in a prime position to sweep into the Mayor's Office, though there's hardly any automatic favourites.
Three major candidates maneuver to take control of City Hall: Nilo Norris, Comptroller of the City of New York under the previous two Mayors; Geoffrey Harper, a State Senator from Richmond County(Staten Island naturally); and Leandra Sanadrian, Deputy Mayor for Operations under the previous Mayor. Analysts and commentators seem convinced that the competition will be a close one, with Sanadrian and Norris both polling very highly in terms of popularity. Though the Comptroller has the advantage going into the election and seems the most likely to win, Harper has swept in with an aggressive campaign strategy, so much so that the race between the three will undoubtedly be interesting.
But what would happen if the future Mayor of New York City had secret dealings with organized crime? Silvio Manfredi, head of the Manfredi Crime Family and senior member of the New York Maggia, has been concocting such a scheme for over ten years now. Geoffrey Harper, once a mere crooked Richmond County DA in the arch-criminal's employ, had been elected to the office of Staten Island Borough President, and then the State Senate thanks to Silvermane's influence and resources. All the while he was using his influence to aid the Maggia (especially the Manfredi) wherever he could; Silvermane knows it never hurts to have friends in high places after all. Recently, Harper (with the help of Silvermane's criminal organization) unseated several opposing Senators in New York so efficiently that it was decided by his grateful allies to draft him as a Mayoral candidate in the upcoming New York City election as recompense. This delights Silvermane to no end. If he plays his cards right, he may just have the Mayor of New York City in his pocket.
Silvermane is calling in many of his old underworld debts and mobilizing all of the Manfredi Family's allies in an all-out effort to secure the Mayor's Office for Harper. The Maggia’s forces have illegal wiretaps to discover the other candidates secret campaign plans, and already have thousands of votes and important political allies secured through coercion and blackmail. Anyone seen as a threat to the Harper candidacy has instantly become a Maggia target... but unfortunately, Silvermane did not anticipate that kingmaker Lambert Cline would use similar tactics. The elite mercenary group known as the Serpent Society, hired as a special covert operatives by Cline for the Comptroller's campaign, have been even more effective in gathering support for Norris than Silvermane’s men in building up the Harper campaign.
At the end of the most recent opinion polling the Comptroller has come out ahead with Sanadrian a close second, and Harper biting at their heels in third. Silvermane's only available course of action, as he sees it, is to eliminate the Comptroller and Deputy Mayor before their positions become two entrenched, effectively guaranteeing Harper the election in his eyes. Murdering politicians of the Comptroller and Deputy Mayor’s stature is difficult however. They draws a great deal of attention wherever they go, security is tight, and there is always the problem posed by New York’s superheroes.
Fortunately, Silvermane is a very resourceful man, and has concocted a plan that will put his pawn in the highest office in the city, and position the Maggia (with the Manfredi Family at its head) to take control of New York City once more...
For the Interested Parties
While I do have something of a main arc in mind, Cleaning House is intended to be something of a small-scale story for a band of heroes to tackle, with the potential for more to come. Powerful groups are gunning for New York politicians in the hopes of tipping the scales in favour of one candidate or the other this election season, and for want of power these struggles are primed
In terms of story structure I'm thinking of starting with a relatively short prologue or two as a lead-in to events to come, necessitating perhaps a temporary app of Silvermane as he commiserates and plans with certain organized crime figures to see his designs come to fruition. Of course, no doubt the other crimelords of New York might have their own plans, setting the stage for potential conflict with the Maggia and their allies. All-in-all Cleaning House is a good opportunity for villains to do what villains do best, whether its carving out territory or lining their own pockets.
For heroes I have something a bit more particular in mind. While later on the story can open up to superheroes fighting to contain the eventual gang violence, for the main crux of the story I'm looking for 5 heroes to be brought together as a team to stop the plot against the Mayoral candidates that's afoot.
For reasons that'll be explain during the story I'd like at least a few Mutants for the team in question. As well I'd like some Avengers for this story, and to that end would be having Black Knight take up a spot on the roster
