"Oppression is no excuse for vengeance -- for murder."
CC: Xavier Institute Staff FROM: Charles Xavier (charlesx@xmail.com)
As the school gains more and more students, we gain more experience. We learn from our students as much as they learn from us. It is important that we continually learn new ways to help them, and ensure they get the support they need.
I'm currently working on a ranking system for our students. It gauges not only the potential of their power, but how the student handles them. This scale is not meant to be an official classification system. Unlike the Mutant Class system (Alpha, Omega, Delta, etc.), a person's rank is flexible and subject to change. It has no bearing on their future opportunities or privileges. This is just to identify a student's abilities in order to help them.
You are not expected to keep track of each and every student's rankings. This is mostly a reference to use if you need to better understand a student's capabilities and needs.
Rank X: Excellent For students who exceed all expectations. They show impressive control over their abilities, excel in multiple disciplines with their power, and pose no risk of losing control.
Quentin Quire (Kid Omega) is an example of a Rank X telekinetic. He has the rare ability to shape psionic constructs beyond the standard shields. He's able to use his powers to fly safely, quickly and without issue.
Rank A: Great For students who have displayed excellent control of their abilities. They have used their power in creative ways, have versatility in how they use them, and have shown a lot of their potential. They will almost certainly not lose control over their powers.
Julian Keller (Hellion) is a Rank A telekinetic. While he lacks the ability to create complex psionic constructs like Quentin, he has used his power to make sturdy shields, fly capably, and has displayed excellent motor control and finesse when using his abilities.
Rank B: Above Average
For students whose control over their powers are above the average amongst students with similar mutations. They have a solid grasp on their powers and are able to use them in creative ways. Accidents with their powers may happen, but they are very rare.
Eileen Dover (T.K.) and Dawn Kidic (Flatline) are Rank B telekinetics. They have less sophisticated control over their powers, but can lift up a surprising amount of weight with their powers. T.K. can create telekinetic shields, while Flatline can cleanly and quickly pull things apart, as if they were cutting them a knife.
Rank A and B seem similar, so it's up to one's personal discretion to classify a student in either category. I see it as the bridge between X and B. They don't defy expectations, but do well under them.
Rank C: Average
For students who display abilities on par with most students with similar mutations. They have decent control over their powers, and the risks associated with them can generally be managed. Accidents with their powers may happen, but they are infrequent.
Franklin Richards (Psi-Lord) is considered a Rank C telekinetic. He can move objects of a certain weight, fly without issue, and doesn't lose control. He hasn't shown enough precision to make shields, and he doesn't have the same motor skills and precision in using his powers.
Students with powers that need no mastering or pose no threat are automatically Rank C students. Michael Langdon (Long Neck Mike)'s mutation grants him an elongated neck and a body that can withstand its weight. He has no struggles with his powers, nor do they impact his daily life.
Rank D: Needs Improvement
For students who have less control over their abilities than the average student, or whose powers pose a risk to themselves. This is less about a student's potential with their powers, and more about the issues a student might have with them. Delta and Epsilon students are most likely to end up in here.
Morton Mode (Morpheus) would be a Rank D Student. His ability to enter someone's dreams is a unique power, but strictly involuntary on his part. Examinations show that he can maintain better control over his powers with practice and discipline.
Rank E: Assistance Required
For students who have struggles with their powers and cannot be fixed, or require outside forces to intervene.
Noriko Ashida (Surge) is the perfect example. She has shown great leadership skills, a mastery over her electrokinesis, and displayed surprising potential with her power. She's one of the students with the most potential to become part of the X-Men.
However, without her metallic arm restraints, her powers pose a risk. This is a natural quirk of her body and cannot be fixed with some form of training. She must live her life with these restraints.
Students can have several ranks based on their skills. For example, Julian Keller (Hellion) would be a Rank A telekinetic, but a Rank B flier. He has excellent control over his psychic abilities, and is above average when it comes to using them to fly.
I would also argue that a student's power could also be given multiple ranks. Noriko Ashida (Surge) would be a Rank B electrokinetic for her skill, and a Rank E electrokinetic for reasons above.
Some students have unique powers, and thus can't be judged by the standards of other students. In these such cases, I advise you to look at their abilities, control and creativity.
I would appreciate any feedback on the system. As it stands, the system is a work in progress.

"Oppression is no excuse for vengeance -- for murder."
CC: Xavier Institute Staff FROM: Charles Xavier (charlesx@xmail.com)
As many of you are aware, there have been an alarming number of people violating the sanctity of our school. Sentinels, Mr. Sinister, as well as a few other villains, have made attempts to harm us within the last few weeks.
While you all have done a fantastic job keeping our enemies at bay, it's becoming quite clear that things cannot continue as they are now. We will be looking into new security measures to not only protect our residents, but to provide an escape should those measures fail.
With this in mind, I have something important to discuss with the staff. It will be controversial, I'm sure. I'm sure many of you would be against the idea on principal. And while I can't share the details just yet, I believe it is important for us talk things through.
I am not here to act as your headmaster, or leader, or advisor. Let us meet as friends and fellow mutants. I will contact you all very soon. "I wonder... Does the death of innocent people free you? I think not."
