Right now the site is built around character interaction.
Jaymi's Investigation Plots are going to be against the grain.
The basic concept is:
I'm going to set a scene, give clues, and the 'investigator' will go through the thread trying to solve the crime. At the end, a culprit will be found. Either a Joe-Nobody, a disposable villain, or possibly one of the canons on site. If I get permission, I might even temp the villain at the end, so it could literally be anyone.
Depending on who is 'guilty', there could be a fight at the end, or someone scared who just needs taken in.
The 'investigator' would ideally be someone like a reporter, cop, private eye, or someone with investigator skills (think Moon Knight, for instance), and there can be more than one in a thread. It's possible, also, in the course of investigating, someone tries to stop them from finding the truth. That person or persons may not be the guilty subject.
It's a D&D idea, largely, with me acting as the DM to lead people down a road of clues to see who is guilty, without someone having to just solo this sort of thing.
Would this be something people would be interested in?
Edit: Quick point, I would only have one open at a time. I don't plan on going crazy with these. Just seems a good way to get some more 'conflict' on the site.

Well, Vance could be a New Warrior rather than an Avenger, but I do get the concept. I just know you've put in some info about their relationship on the site and you having the character would be the best way to insure your idea keeps playing out. That said, keep an eye out on people you like to RP with, pay attention to their styles. If you see someone who meshes well, you might want to ask if they would pick up Justice for you. He's a cool character with some power, so it's not like it'd be a real sacrifice for them

So obviously it'd be great if we got a Vance on site. Have you ever considered asking someone specific to run that character to help you out, or even pick up the character yourself?

I've been really enjoying Jubilee and the Cuckoos getting to interact, so I'm always down for more of that. If you wouldn't be super against it, could always bring Glitter and Jubilee, have Jubes as sort of their chaperone?

Oooh, Jubilee and Firestar take the Cuckoos out dancing! (Maybe for their birthday?) They're underage, but there's Under-18 clubs and stuff they could go to?
Otherwise, maybe just Wanda joining the pair. She's single and recently returned to NYC, so I could see her being down to get her dance on.

Redshirt showed up in a recent Taskmaster mini-series. He leads a group called the Minions' International Liberation Front (Or MILF for short.) The groups involved are: AIM Hydra ULTIMATUM Cyber Ninjas Black Choppers Secret Empire Trenchcoat Mafia Legions of the Living Lightning Militiamen Sons of the Serpent Inquisition Considering this was in 2010, it never happened on the site, but it is still basically what you're talking about, and the group is there if you're looking to use em.

Gundam-Guyver could be a good thread to have Scorpion go in on, since it's a prison, her being sent in to backup Scarlet Spider would make a good amount of sense.

I have to disagree with Phayd a bit.
On one hand, I get where he's coming from, some characters can be considered key to plots, and I think temping is a good way to make sure those characters are around when they need to be. That said, I think locking certain characters away to be used only when they're important, would be a poor choice.
The first issue, of course, is character growth. By having someone take a character and play them in threads, the character grows over an arc on the site, becoming both what he is in canon while also becoming part of our own community's canon. If a character such as Captain America was only dusted off for big Avenger threads, he'd miss out on a chance to bond with others, to show growth through story except in the big moments.
The second issue is a personal taste. Kingpin is a key character, especially on our boards after HZ where he took control of the NY underworld. If he was used by multiple people, I couldn't build up big ideas and plans with him that will show up later. I can't work in the shadows with him, as Phayd pointed out. The beauty of villains, especially the schemers like Fisk, or Doom, or Magneto, is that they resurface here and there, and usually when they do it's a big thing. In that vein, Phayd's idea would work wonderfully, the downside is it loses the ability to build up to those moments by smaller moves across the board. They don't get the chance to scheme, or worse, people would step on each other's toes in trying to make their schemes work. The best option out of it all would be discussion among the people wanting to play Fisk to make sure they're on the same page, but then that can lose a sense of surprise and that wouldn't be very fun either.
In the end, though we need more villains, the idea that any single villain or even character is absolutely essential to a story beyond what temping provides, is a non-starter, really. Avengers stories can and have been told without Captain America. Black Panther, Black Widow, or even Scarlet Witch would all be capable of leading the team. Hydra can function without one of its heads, it can even function if the heads are fighting. SHIELD doesn't NEED Maria Hill or Nick Fury.
All we need is more characters in those roles, not specific characters. If people want to play those key characters, they should get to because they're living, breathing characters that mean something to the Marvel-verse. I think my original proposal works best to get people to fill those roles.
That said, Phayd's idea does have merit, because it would stop the issue we're currently facing, where someone came along that we all love, picked up an iconic character, and unfortunately had to stop playing, and no one's picked it up yet, leaving some stories he JUST started in the lurch. If something like his plan was to work, I'd rather see it be something along the lines of Key, Iconic figures reserved for some of our best and most devoted players, but even that I could see seeming unfair to new players and might drive them away. I have a possible idea on that sort of thing, but I definitely would rather talk it out before I went and posted it for posterity. xD

The problem: We have a lack of villains on the site, especially in comparison with the number of heroes. It's hard to make many plots because of the available resources we have in characters without considering temping as an option.
The plan: Introduce Canon Villain slots as a third type of character slot. Give each person one when they begin, bringing the starting slots to 4. Then, every 250 posts, up to the first 1k, provide an additional villain slot to players. This would give each player up to 5 villains without them needing to worry trying to fit them in around heroes they might otherwise have. For players that want lots of villains, it just provides them more slots to fill up the roster of bad guys the site is sorely lacking.
If people don't want to play villains, they'll find the slots unused, but as I've seen time and again since joining, a lot of people will fill up the slots and play the characters because it provides them a chance to work towards landmarks like OC slots.
This also provides a little more fun with the big landmark numbers at 500 and 1000, giving two slots at the former, and three slots at the latter. And by spacing them out with the 250 posts each, at 250 and 750, it creates an extra small step for people to get excited about.
The payoff: More villains! By incentivizing canon villains beyond how canons are already encouraged, most people will likely pick up extra villains as they go along with these slots. With more villains, more plots can happen which only encourages more players to join. Plus, by providing a villain slot right off the bat, more people can be excited for the villain they get when they start on the site like many people tend to favor their first characters. If everyone picked up two heroes, an OC, and a villain right off the bat, we'd have some amazing opportunities.

So I can't answer a lot of the stuff. Some of it's things for you to figure out, some of it's going to be play style stuff, and some of it could be things for mods to answer. But something I've reeeeally been enjoying with someone like the Kingpin, one of those people who, like the Red Skull, sit at the top of the Food Chain, is using him to sit back and call the shots. I've got a basic idea of what I've got going for him and I've been sending people out on jobs to accomplish that in one way or another, never directly of course. I've done one BIG thing with him, which got bigger than I meant it, and that's proving a lot of fun, but otherwise I've been just having him pop into threads here and there, keeping an eye on things. Obviously if you want Red Skull more hands on, I don't think anyone's going to fault you for that, but I thought I'd just mention what I've found works for what my 'schemer'. As far as 'are people interested in Hydra?' I'd say yes. X-men fight mutant threats and train mutants. Defenders and street level heroes tend to stop bank robberies or fight undead ninjas, and are just great for being around to provide range in social situations. Right now, there's not a whole lot for people like the Avengers or SHIELD to fight. Heck, they even mostly stick to themselves with some exceptions. Hydra is one of those factions they fight, and now that we have a good leader for them, we can definitely see about getting more villains like Crossbones around for you to have fun with.

My whole point is that because the Thunderbolts are run by Osborn, it dovetails into your story better. Part 1: VP assassinated, Scarlet Spider (A Probationary Avenger) is framed. UN Meeting about unrest among heroes. President Osborn denounces the Avengers and reforms the Thunderbolts. Part 2: Thunderbolts and other heroes save the day in various threads, sometimes stepping on each others toes, maybe some fun conflicts in there. Using bad guys that aren't in the Thunderbolts here for some of the various threads is a good way to get in some fun cameos. Maybe a cool Doom fight with the Thunderbolts if Aqua's up for it? Part 3: Thunderbolts mess up, revert to type. Maybe the whole team or just one or two members? Lots of options for what they can do here. President Osborn is blamed, gets impeached. You get all the stuff you want except Dark Avengers, which we really don't have the people for, it's more cohesive and coherent, and it's super streamlined, while still allowing people to jump in to various going ons. Removes the Sinister Six which is really only a Spidey thing, so that would minimize exposure on who really would be playing against them. Handles the small number of villains we have on the site better. Still allows the heroes to play in all arcs, with plenty of room for OCs to get in there. And adds in some social stuff where the Thunderbolts can have some talks with the heroes where they normally wouldn't, since they'd be playing on the same side, in theory. *Edit: Doom fight could be a cool part 3 thing, could be what the Thunderbolts do to mess up. Attacking a foreign diplomat and everything

His massive legs and the sonic pulse of his cane finally having worked the liquid cement enough and with a rare, prodigious, and almost animal growl from the man, he broke free the bindings. The moment he took to free himself was enough of a distraction as the cable club fired from Daredevil found its intended target, sending the damaged cane from Fisk's grasp and skittering across the floor. "The fire here will cleanse the infestation," the Kingpin boomed, voice full of barely contained rage and power. "My city will grow from the ashes! The rightful caretaker will be back! The city will be in the right hands once more and you and your ilk will thank me for this!" He raised his arms up, attempting to grasp his enemy's own hands as the Devil slipped the wire over his head. Intent to hold on to his foe, he moved his bulk towards Porcupine, his massive weight turning faster than he should at the last moment to bring his weight, along with the man on his back down on the prickly Defender.

Okay, so the big weak link I see here is the Sinister Six part. You told me you were using Omega Red because he's a character you have, and I love that idea. The issue with using the Six is, essentially, it's a group of Spidey Villains getting together to beat up Spidey and rob banks. Omega Red doesn't fit into that.
You also talked about pulling in the Dark Avengers for this.
We don't really have enough people to fill out two big villain groups like that. Mixing those ideas together for something like the Thunderbolts where you use some of the people you planned for the Sinister Six, some of the people you planned for the Dark Avengers, and putting them on a team together under the auspices of Norman Osborn and maybe with some help from Hammer Industries, set them up to be heroes. (The Thunderbolts can obviously be formed because of one of the Avengers having killed the VP, that being Scarlet Spider, so that's a good set up for why Osborn would recreate this team of reformed villains)
This works for a few reasons, the biggest is because it leads into your third act, because when it ultimately fails, it can be a good catalyst for impeaching Osborn. It also slims down the number of 'teams' active in the story so you're juggling less balls. Streamlining is good.
The biggest issue with this is there's no good LEADER for a team. Almost all the villains we have currently on the site are solo fighters, schemers that wouldn't be into this, or followers. I would see about tapping Aqua to get a villain that could lead, since he's the first person I can think of for something like this.
Lastly, I would use the villains that don't fill in the Thunderbolts, as a non-team, have them run bank robberies and such, don't try and form them together, just have them do what they do best, and have the Thunderbolts and heroes fight them in your part 2.
Part 3 would be when things go wrong with the Thunderbolts, they revert to type, and that blame falls back on Osborn and he gets impeached.
