Fisk started his day as he always had. Breakfast at his favorite restaurant followed by a walk in the park. Something in the air felt different. There was an aura in the air. Something just felt right today. At first, he couldn't put his finger on what the source was until at least he noticed on the wall a sign of graffiti that looked like a crude picture of a daredevil's mask.
Fisk couldn't help but smile to himself. while this little plan of his had meant a great amount of risk on his part, it already seemed as though he was reaping the benefits. Matt Murdoc was a special kind of man. He was a man that in a weird way Fisk couldn't help but respect. Fisk had tried many times to break the man's body only for each attempt to fail. So Fisk would do as he often suggested to his scientific underlings. He would take a different approach.
This new approach would involve breaking his spirit before breaking his body. The plan was of three phases.
Phase 1: create a violent astroturfed social populism movement using his rival as a symbol so that when collateral damage occurs, the damage goes back to him and him alone turning the public opinion against him.
Phase 2: Expose his identity and lack of registration to the public giving the Avengers a reason to arrest him.
Phase 3: Once he's arrested and broken with everyone against him, then it would be Fisk's time to break him physically.
As he sat at the barber getting a shave he couldn't help but notice the TV.
"And in related news, another night of violence as what is being called the "Devil-Gate Riots" continues. victims have placed the blame on the mysterious vigilante known as the daredevil. earlier this week Mr. Frisk made a public comment denouncing the protest referring to them as "Acts of terrorism..."
Fisk couldn't help but smile to himself it seemed as though Phase 1 was going perfectly. his thoughts however would be interrupted when he got a text from his phone.

The bell on the door chimed as Roderick Kinglsey strolled through the entrance of the barber shop. He glanced around, smirking as he took in the shop. "Oh how precious. It's like taking a step back in time, back to the humdrum days of yore with a mom and pops store on every corner, neighbors that knew each other's names, and good old-fashioned values oozed from every crevice," he said as he approached a couch to wait. He unfolded a newspaper he carried with him and sat it down as if to protect himself from the surface. "Almost makes a guy wonder what someone like you are doing here," he said, grinning widely at Fisk. "I mean when you get right down to it, this place should be to you like Holy ground to a vampire. But who am I to judge?"Steepling his fingers he looked at Fisk and pointed to the phone in his hand. "Oh I bet that's important. Probably should get that. I mean, it isn't like you have much to worry about as far as hair is concerned and maybe it will tell you how you are doing in the polls. I mean you are running for mayor are you not? Things have changed quite a bit since last I was in town."The truth was he didn't even know if the Kingpin of Crime would recognize him out of costume. When everything and everyone was a pawn to be moved about as he saw fit, he doubted Fisk could even tell the difference between the many men who had worn and subsequently sullied the mask and brand that was Hobgoblin.

Kingpin looked to the Kinglsey with a slightly annoyed look. Contrary to what the Hobgoblin thought Fisk DID recognize him, not by his face exactly but more so by his voice. and it was clear the man was as annoying as ever, but whether Kinglsey was aware of it or not this was a place for civilized people.
"Considering your own my friend, I would have thought you would remember that beards are very much a thing. I will also note that Veronica here gives excellent messages. Perhaps it would not hurt for you to get one yourself...considering your posture seems more befitting of a goblin than a man."
he spoke in a tone and with a voice that was meant to give off a subtle hint of intimidation. Basically, a way of saying, "I know exactly who you are so don't push me." without tipping normal civilians off to Kingsley's alter ego.
he looked at the text only to note that it was one of the local politicians asking for yet another campaign contribution. This bored him. Kingsly was right on the money though. He was running for mayor. It was funny really, if one saw the links that Kingpin was going through to break the devil, one would think it was a final act of desperation. A last stand. A winner takes all scenario. But in reality however, this was that this was simply closing a chapter in his life, an encore, just a little bit more fun before saying goodbye and removing a thorn in his side one way or another. You see, Fisk The world had become a lot more complicated. Perhaps it was always more complicated than even he ever dreamed. between that fact and his quest to revive his dearly departed wife. He had realized just how small Daredevil and even Hell's Kitchen itself actually were in the grand scheme of things. So really it was all just closure, a final attempt to beat the man that played such a big part in his life thus far. But, win, lose or draw, how the final scene of this chapter played out mattered not. Either the devil would finally be broken, or Fisk would be able to get to watch as Daredevil had to live with himself without the shadow of the Kingpin looming over him, in truth part of him wondered if that would not prove to be a more satisfying victory, watching his soon to be former rival succumb to his own demons without the Kingpin to fall back on. In either case, like a reader enamored in a book, Kingpin was curious to see how this all would end. Only time would tell. Right now, Fisk was focused on Kingsly.
"So why are you here Kingsly?"

Kingsley smiled even wider.
Good ole Fisk, ever the gentleman even in the face of someone who would gladly see him floating belly up like the beached whale he is, he thought. But he's always been about business, it is one of the constants in this world alongside death, taxes, and unfashionable morons in Time's Square.
"Would you believe I just popped by for a shave? This scruff served me well down south, but it is hardly becoming of a man prepared to make his grand reentrance onto the public stage," he answered. "But since your here and it has been such a long time, I thought maybe we should catch up, for old times sake."
Thumbing through a magazine he scoffed. What passed for fashion these days made him sick, At the peak of his fashion empire he may have been raking in the cash from illegal sources, but he made sure that people that wore his designs looked good. There were standards at least.
"So, I assume you've been watching the news. Things are kinda crazy out there. Maniacs on gliders torching places, mutant buildings getting blown sky high, and dare I even mention the lunatics running around in Spirit Halloween store knockoff outfits of their betters? Seems random, but between you and me big man I think its connected. But I'm not telling you anything a potential future mayor hasn't already considered."
Putting the magazine down he moved to another chair beside Fisk as a second barber appeared ready for him.
"Speaking of which, you'd have my vote...if I could vote that is. Pesky legal drama means I have of course been stripped of that right, but I'm sure justice will prevail against all those who have wronged me."
As the barber began to lather his face he said, "So what do you think old friend? I hear rumors that that old urban legend of a Kingpin of Crime has finally been cleared up. Either he never existed or has moved on to better things. Or he kicked it. Any which way you look at it that would mean there is an opening, wouldn't you say?"

Kingpin couldn't help but smirk. "If you're trying to indicate that you are a man of great ambition, then for your sake I hope you are aware of the risk you take playing such a game. As for these daredevil copycats it's simple really. People need something or someone to cling to to justify their mediocre existence, and someone to blame for their own failings. The fact of the matter is that people feel betrayed by the SRA. To put it another way they feel as if their heroes have sold them out. It was a noble experiment that proved to be a failure and while I'm sure it is due to run it's course soon until it is done away with people look to someone they see as unfallen, uncorrupted. Someone like the Daredevil.
As for people to blame of course they blame me for my admittedly rough attempt at reconstruction since the Hellzone incident, so they lash out like scared animals and children. Now do I believe that Daredevil is directly responsible? I personally believe he is, but even if he is not then at the very least he is indirectly responsible an accessory if you will. His refusal to lead by example and register, to defy the law has made him the symbol of anarchy and chaos. You will notice my dear Kingsley that it is his image they wear. While I am willing to let this play out and see if it resolves itself. I am prepared to call the avengers and have the devil imprisoned once and for all."
A thought came to him. "Would you be interested in an easy payday Mr Kingsley?'

As the barber continued his shave, Kinglsey smiled. Some things never change. Always did love to hear himself talk, bloated landwhale that he is. Constantly thinking he is simultaneously the smartest man in the room and the most prim and proper. Can't bear to consider he's no better than the rest of us crooks, he just has a better tailor than most, he thought. "Why Mr. Fisk whatever do you mean? We both know that without ambition a man stagnates, becomes dull. I only ask because, well, things may soon be happening and I wouldn't want anyone, especially an old friend such as yourself to get the wrong impression about little old me," he replied. I'm definitely coming for the whole pie, eventually, but for now I have more important things to attend to. One cannot become the head crime boss without the rep and mine has been damaged. By Osborn. By numerous impersonators. By that wallcrawling annoyance. And yes, even by you, you rotund mountain of fake class. But you are so much further down the list, he said in his mind. Aloud it was a different story. "Rest assured my inquiries about your political fortunes is one of genuine interest. See I've returned with two goals in mind starting with cleaning up the brand that has been so sullied by cheap imitations, bad knockoffs, and poor press that you'd think I was getting back into the fashion game. The other? Well fault me for my ambition if you must Wilson, but you and I both know what it is like out here on the streets. Nothing rebalances a man's soul quite like old fashioned payback and there's plenty of that to go around."He's still obsessed with that horn headed fashion victim. Shame really, to see a man so consumed by his hatred of one person that he focuses this much energy on it. I mean look at me? I prefer my hate the way I like my investments: Diversified! he thought as he listened to the man speak of Daredevil. He just couldn't understand how one costumed loon could live rent free in your head. Spider-Man, annoying manchild that he was, qualified as a worthy foe. And he was near the top of Kingsley's list of those who had to suffer for the indignities he'd endured. But it was a matter of pride and business. To be the goblin that finally squashed the bug would elevate him above Norman. It was great for the brand. It wasn't personal, not like Fisk and the Devil of Hell's Kitchen. If he couldn't grasp that level of obsession he definitely understood the offer of money. His own plans were stalling out, largely due to a lack of capital. He had plenty of his own money, but he wasn't about to tap those resources unless absolutely necessary. If, by some chance, something went wrong he still wanted to own his private island and live the rest of his days sipping brightly colored drinks from glasses with tiny umbrellas. An infusion of a new revenue into enterprise that was Hobgoblin would be most welcome. "Now you are speaking my language. How substantial of a payday are we talking and what pray tell would it require? Easy is open to interpretation when one has to avoid being recognized."

Kingpin couldn't help but smirk. "Please, you really don't think I know what you want? I have been in this game for a long time. I know how to read people, especially people like you. You want to be the next Kingpin, you want the whole pie as they say it. But your brand as the Hobgoblin is, how would they say it, damaged goods. You will never be Norman Osborn Kingsly. Even if you killed Spider-Man tomorrow you'll still be seen as just a lesser green goblin. He did the one thing you can never do He was the first to kill New York City's spirit when he caused George Stacy's death and killed Gwen Stacy in such a public manner. People still lay flowers on her gravestone on the anniversary of her death. Even if you surpass him in every aspect, you'll never surpass that reputation. The Hobgoblin will always live in the shadow of the Green Goblin. Just because you're the man that killed Jessie James doesn't mean you'll be Jessie James...so don't try, instead think bigger and better Forget Spider-Man, Forget Osborn. Cut your losses on the old, damaged brand and create a new and improved one. in short, Leave the Hobgoblin behind and reinvent yourself. Norman will always be the Goblin Destroyer, the Dragon the Boogieman, the one everyone fears in the daylight. But you can become something greater you are the one that can hold the true power from the shadows, the one that all other goblins and goblin imitators must bow in respect to, you become...The Goblin King."Fisk got up from the chair and offered a hand, a proposal after dismissing everyone. Soon it was only Fisk, Kingsly, and Veronica, As for the whole pie, Mr Kingsly, why wait for eventually when the piemaker is willing to give it to you sooner? You want my criminal empire; you can have. Do not mistake this is not an offer I am making out of Sympathy or charity; my ambitions have become bigger. There is a whole world out there outside of New York, and I have grown tired of how small this city has become. I'll even help you improve your reputation and be your kingmaker.... you scratch my back, and I will scratch yours, but what happens from there will not be my responsibility. I simply make preparations so that things are as smooth for you as possible for when I give you the keys to the Kingdom. If you fail to keep that kingdom, that is your failing and shame and yours alone. Kingpin's reasons for this surprisingly selfless offer were of course entirely selfish. Even if in the end he'd prove to never be able to escape the devil he was going to try his darndest to do so. Perhaps if Kingsly was the Criminal Kingpin of New York, it would mean that Murdock's eyes would be on Kingsly and not Fisk.And, what Kingpin said was true. Even if he had no plans to take over the universe and get on the Avenger's radar, there was still a whole country, planet even outside of New York. How many worthy opponents and ventures existed outside of New York Crime, yet he was never allowed to spread his wings for a significant length of time? He was ready for something new...and hopefully permanent."As far as my job offer. I'm willing to give you $10,000,000 and all you have to do is disguise yourself as one of those devilgate rioters and cause a spectacle. Something explosive. The goal isn't body count so much as it is a spectacle. Something that will get the attention of Captain Marvel and sharply bring these riots to an end. They have long outstayed their welcome. You can consider the $10,000,000 a first investment."

Kingsley listened as Fisk laid out his offer. Even if he took offense to some of his criticisms, specifically the notion that he would always be a second-rate Green Goblin knockoff, he didn't allow it to show. Because what the big man was right about was the idea that he very much was not Norman Osborn. Osborn was a narcissist that was not nearly as intelligent as he thought he was and could never follow through on a plan due to his ever-increasing instability. Oz is nuttier that a bag of cats. Fool couldn't even be bothered to perfect his own formula. No, that was me. I took his formula and improved it. I took his toys and made them truly deadly. I had the wallcrawler chasing his own tail and unable to trust anything he thought was true thanks to useful patsies like Macendale and Leeds. I had Oz, Spider-Man, and the whole of New York in the palm of my hand while fat boy here was playing footsie with the Devil of Hell's Kitchen, he thought bitterly. Besides, this isn't about his empire, it is about reclaiming what is rightfully mine! What was stolen from me by Osbourn, the webhead, and even Fisk himself! It is about getting revenge, by destroying the not just the bodies of those responsible for my exile, but also the souls and reputations. Public image is everything and in the end not one of them will be able to show their face, masked or otherwise.Keeping his normally expressive face as still as stone, he wondered just what it was Fisk was really up to. The Kingpin of Crime was not a charitable man, not truly. He had pulled himself up from the gutter by stepping on everyone and everything that got in his way. The bodies he'd had to bury to get there were many and nobody, not even Wilson Fisk could just walk away from the mountain top after sacrificing so much to get there. Maybe old Oz's ascension to the Oval Office has stirred some professional rivalry in the old tub of lard. Or maybe this is all a ruse, some way of lashing out at Daredevil while hanging the kick me sign around an old foe's neck. In this case, mine. Either way there is more to this than he's letting on, but still the offer is tempting. Truth is the money would go a long way towards me meeting my true goals and by the time Fisk realizes the noose is around his thick neck, it'll be too late, he thought. "Well I do declare. Mr. Fisk I never thought I'd see the day that you would willingly be moving on from all of this grandeur. Don't tell me you simply have grown bored? Has the Devil in the details finally become too much for you? Once upon a time you'd have simply snuffed out the problem and left it in a very public place to send a message. Something tells me there is more to this. A man doesn't simply give up the pie, especially not one as accustomed to eating the way you do," he replied, careful to conceal whether he was simply sticking to the metaphor or insulting the man. Steepling his fingers he thought for a moment. "Let's say, hypothetically, I took you up on your offer. Captain Marvel is a league above lunatics dressing like arachnids and devils. She comes with the Avengers. The Avengers come with that tin-plated fascist and hammer wielding nuts that claim to be gods. What good does that amount of money and contacts do me if I am sitting in The Vault, The Raft, or whatever other gulag Stark has constructed? And with Oz as Commander in Chief what's to stop him from ordering me executed while being transferred? Money is nice Wilson, truly, but you have to sweeten the pot, because we both know a deal that appears too good to be true definitely is."

Fisk wanted to mentally facepalm. He was VERY tempted to immediately rescind his offer and rip Kingsly's jaw and gouge out his eyes. Did he not hear what Fisk had just said? Did he stutter or was Kingsly just that stupid? Perhaps there was more than one reason for why the Hobgoblin was never able to surpass his green counterpart. But Fisk didn't he kept his temper in check. Perhaps he should explain things in a...simpler way. "I am a businessman as much as I am a crime lord Mr. Kingsley, and every businessman worth his salt must accept when to cut his losses and move on to greener pastures when the ventures are no longer profitable, and Hell's Kitchen is no longer profitable for me. It no longer serves my ambitions. Frisk had to hold back a growl as Kingsly mocked him both for his defeats against Daredevil...and his weight. But, then he had an idea, and he started developing a grin. "Mock me if you want Kingsley, but if you want to dismiss the opportunity to upstage both me and...NORMAN OSBORN be my guest. Last I checked The Devil has been able to evade regeneration since the very beginning and both Norman and the Avengers have been unable to capture him...I'm sure if you were able to capture him it would keep you off the Avenger's radar, and you'd have a mark on your rep that neither me, nor Osborn or even the Avengers could lay claim to...the goblin that beat the devil. Now, as far as sweetening the pot...what would you suggest?"

Kingsley smiled, his expression not-unlike one he often bore while under the mask. He'd pushed the big man a little, but he knew when to stop. Fisk was holding his temper and likely doing the whole 'I'm smarter than everybody else on the planet how dare this worm speak to me thusly' routine, but the man had limits and he'd seen what became of those who tested them.
"Simple really. We both know that money is a perk, but real power comes from information. Information makes the world go round and keeps the cash flowing," Roderick answered. "Even the threat of proof that he was the original Green Goblin was enough to push Norman into confronting me, but it was all a ruse on my part to get what I wanted."
Rubbing his hands together before steepling his fingers, his smile grew wider.
"When I make my grand return to the public stage, I need more than a ruse. I need information, information that you can acquire quickly given your contacts and assuming you don't already have it squared away somewhere for safe keeping. So, you want me to make a run at the Devil? You want me to discredit him and his long pajamas wearing pals on the unregistered side of things? Then I need you to use your vast array of ne'er-do-wells to find some very real, very tangible information for me."
Taking a towel to wipe off the last bits of shaving cream still on his face, he spun the chair to look directly at Fisk.
"First, I need information on the Goblin in Chief's motorcade. Oz so much as has lunch and I want to know where and when. Second, get me up-to-date details on any stashes left behind by Norman or any other idiot who has donned a goblin outfit. And lastly, have your people dig up anything and everything on a company called Alchemax. You've probably seen that garish tower of theirs in the not so far distance? Let us say maybe I want to diversify my investments. Add that to your generous offer, don't ask me why I need any of these things, and we have a deal."
Though it did not show on his face, Kingsley still didn't believe Wilson. Nobody gives up power willingly. Either he was making another of his next level plays or something had shaken him. Either way, that was something to worry about later. For now, his own plans could come together and the Kingpin of Crime would flip the bill.

Kingpin couldn't help but grin. "Oh, I think discrediting the Anti-Registration heroes is a fruitless endeavor at this point. The writing is on the wall. the Superhero Registration Act is a failed experiment that is on its way out. I'm sure the suits in Washington are just waiting for the opportunity to quietly do away with it and sweep it under the rug to avoid the embarrassment. Still, it would be a wasted opportunity to not take advantage of it while it's still in effect.
No, my concern is just the Devil and these riots, Put these riots to a swift end and incapacitate the Devil so that he can be delivered into the hands of the Avengers specifically Captain Marvel.
Fisk listened to Kingsly's demands, and he couldn't help but smile. Kingpin was essentially offering to help him remove a thorn in his side in exchange for doing something he was planning to do anyway more than likely for the exact same reasons. It was no secret that Kingpin didn't like Osborn either and was looking for a reason to knock him down a peg. A lot of it was political ambition. He was running for mayor just to have another feather in his cap, but his eyes looked to a much Whiter house. Despite the fact it would mean a reduction of power in the short term, the prestige of being the president of the most powerful nation on earth excited him, With federal power + senators in his pocket, he'd have the ability to give the nation's defense capabilities and infrastructure a much-needed makeover. In a world of Costumed Freaks, gods, demons, and aliens, Kingpin learned all too well that the world was much bigger than just Earth. Assuming Kingsly didn't screw things up, this could be a lucrative partnership for the both of them.... but he'd of course make sure to have a contingency plan in case Kingsly proved to be incompetent or a backstabber. "Mr. Kingsly...I believe you and I have a bargain." Fisk said offering a handshake while grinning from ear to ear.

Kingsley remembered all the many times he'd been in similar situations. Sometimes it was in his role as the head of a renowned fashion company. Others it was when he was running a criminal empire right under the nose of both the authorities and even Fisk himself. More recently it had been during his time in Belize where under a fake vigilante identity he clashed with cartels. All of those meetings were more or less the same and operated under the same principals: never let your hand show. As far as business arrangements went this deal was good. He got the capital to fund other activities and the Kingpin got to have his nemesis discredited in the eyes of the public and fellow heroes alike. He still very much doubted that when the dust settled Fisk would be capable let alone willing to walk away from what he had spent a lifetime building. Power, even just the power that money, information, and connection brought was not something anyone willingly laid down. Still, maybe he's finally broken. Or he's grown bored. Or this is all just some ruse and he's got a master plan of his own in the works. Doesn't matter so long as I get what I need. So let him sit there gloating. Show no expression over the sleights and his inability to realize that Norman may have been the original but I'm the one that made the Goblin image something that keeps Spider-Man awake at night. They are all going to see what happens when they cross me and that includes the fat man, but patience is key. It'll make me savor the moment all the more when I can hang the lot of them from their own hubris, he thought. Rising from his seat, Roderick smiled wide and shook Fisk's hand. "That we do...partner," he answered. "I've only one final question for you. Considering the Kitchen has long been your stomping grounds, that level of spectacle might require some techniques and pazazz that leaves it worse off."He smiled widely, a bit of the trademark goblin grin in his expression. "It's a pot already boiling and a little extra heat will send it boiling over. Since it will be the residents of Hell's Kitchen causing this, as well as a few, lets just refer to them as outside agitators, I can't guarantee the safety of any operations or agents you may have down there."

"Oh my agents are more than capable, I would not worry about them nor do I have any operations that can't bounce back quickly," Kingpin said. His smile faded a bit. It wasn't a face of anger but more of a face of neutrality. "That being said this is meant to be an easy scatter and clean-up mission. If you act too reckless or do something foolish, I cannot guarantee your safety nor will I bail you out." Fisk was already trying to think a couple of steps ahead. As brilliant as Kingsley was when he wanted to be, the man was a joker, a wildcard. "Now, with that out of the way, I think it is time to settle up as they say." Fisk snapped his fingers and Veronica opened a false top on one of the desk. It was one of many deposits of emergency cash that Fisk had in case of emergency deals like this. She pulled out the money, placed it in a case, and gave it to Fisk who then gave it to Kingsly. "How soon can you start?"

Kingsley shrugged as Fisk mentioned him not being able or rather not being willing to render assistance should he get in over his head. Fine by me. I work best not having someone looking over my shoulder. Besides, anyone manages to screw up a job this easy deserves the beatdown and the incarceration that follows it, he thought, gears already turning in regards to how to make as big a ruckus as possible and still slip away. It was clear to Roderick that Fisk was thinking of him as he would any other hire. No different than Bullseye or one of the knuckle draggers he used to run protection rackets. As infuriating as it was to not be shown the respect he was so rightfully owed, he wasn't about to make a thing of it. Not yet. There would be a time and a place for the big man and all the others that forgot what it was like when the Hobgoblin ran things. For now, there was work to be done. His eyes and his grin widened as Fisk's assistant produced the case. That cash was going to go a long way towards helping his plans for rebranding. Soon as he handled this one little task for the Kingpin he could get back to his master plan. "How soon? As soon as I step out of this lovely establishment. Gotta say, deciding to get a trim here has to be one of the better decisions a man can make," he answered, careful to not appear too eager as he took possession of the case. Looking the Kingpin dead in the eyes he said, "Watch the news over the next few days. I think you'll see that the crime rate is far worse than the media would have us believe. Should be able to use that in your campaign speeches. Oh and of course, once this job is done, I'll swing by to collect that information on that other politician we both know."

Fisk looked closely at Kingsly mentally noting everything he could catch, body language, posture, the most subtle of changes in his facial expressions. It was clear Kingsly saw himself as a man of high ambition and more than likely dilution. If it wasn't obvious from the word go, the man truly believed that he was the true top goblin, and that all who did not give him the proper respect that he deserved should truly pay dearly for their insolence. Fisk had no doubt that he was one of those among that no doubt long list. Still the Hobgoblin would be useful for a time and when that usefulness was up, he would deal with him. Perhaps even one of the supers would deal with him and save Kingpin the extra work. Only time would tell, but whatever the scenario he would be prepared. "Immediately." Fisk said with a smirk across his face.
